Thrive Oldham are recruiting a Senior Transport Planner for the Darwen and Blackburn Area.

To take a major role in the development of the Council's transport policy and strategy, with a particular focus on implementing and promoting sustainable transport initiatives and best practice. To be the lead officer for development of a range of sustainable transport related projects (including active travel, bus and rail) and their subsequent monitoring. To provide specialist advice and input into the preparation and monitoring of the Local Transport Plan. To work with a wide range of stakeholders and to support the Growth & Development team in achieving its overall growth ambitions.

This post is directly responsible to the Strategic Transport Lead.

2. MAIN AREAS OF RESPONSIBILITY

·To help prepare and collaborate on a variety of transport policy, plans and programmes of work including: the Local Plan (including Supplementary Planning Documents), the Local Transport Plan (including supporting strategies and plans) and development related Travel Plans.

·To work with a wide range of stakeholders, external bodies, and members of the public, to promote and help develop transport improvements and sustainable transport initiatives across a range of modes (e.g. rail, bus, including Demand Responsive Travel).

·To be the departmental lead contact for active travel in the Borough, including supporting the delivery and monitoring of new infrastructure improvements and behavioural change initiatives with partners. Assist in the management and delivery of the Council's Capability Active Travel Fund and lead on the submission of future funding bids.

·To formulate and commission the development of an appropriate and up to date transport evidence base to inform policy development, planning decisions and funding bids.

·Provide relevant policy guidance, briefing and advice on all matters relating to transport policy, including decarbonisation and transport related social exclusion.

·To prepare and submit bids for sustainable transport projects where relevant.

·To support and advise planners and developers through the provision of supplementary planning guidance (e.g. the proposed Sustainable Transport and Movement SPD and any relevant successor documents) and green travel planning advice.

·Manage and Maintain the BwDConnect website on behalf of the Council.

·To play a key role as a member of the Growth and Development department, providing an effective and efficient service to other Council departments, external agencies, businesses and the community on sustainable transport matters.

·Deputise for the Strategic Transport Lead and Strategic Planning and Transport Manager in meetings or briefings when required

3. KNOWLEDGE, SKILLS & ABILITIES

Including any specific ESSENTIAL qualifications or experience needed.

·ESSENTIAL: Degree or other qualification in a relevant subject and/or are a member of a relevant professional institute (e.g. ICE, CIHT, IHE, RTPI)

·ESSENTIAL: A proven track record of some transport policy/project development and analysis, or some relevant experience in a related field (such as civil engineering or town planning);

·Specialist and expert knowledge of one or more current issues around transport policy and practice

·Highly developed interpersonal skills and confidence and an ability to communicate at all levels within an organisation

·Ability to persuade and influence others, and collaborate effectively with internal and external stakeholders in both public and private sector settings

·Ability to manage workloads within strict time limits

·Ability to work on own initiative and be pro-active to opportunities

·Ability to write clear concise reports

·Experience of submitting and winning funding bids for transport projects

·Excellent project management skills

Ability to manage multiple priorities and workloads within set time limits with minimal supervision

Salary £19.35 - £21.47
